 The capital was moved to Heiankyo via Nagaokakyo, and the name of the country was changed from “behind the mountain” to “mountain castle”.
In the capital, dynastic culture flourished. However, due to the influence of social unrest and the idea of the end of the Dharma, Pure Land belief, which prays for rebirth in paradise, became popular.

 In the southern part of the Yamashiro region, Byodo-in Temple, Joruri-ji Temple, and Gansen-ji Temple were built to enshrine Amida Nyorai.
In the southern part of the Yamashiro area, manors such as Kofukuji Temple and Todaiji Temple in Nara, Iwashimizu Hachimangu Shrine in Yawata City, and the Fujiwara clan were built, and the culture of Nara and Kyoto greatly influenced this area.
